There is no technology along those levels available for common public use, but considering the fancy slot machines at the casino, it'd be weird if we said it didn't exist at all. Characters with prosthetics, augmentations, and so on are perfectly appable! Like with other characters, the cost of upkeep is just tacked on to their debt.
